裴长洪，男，1954年5月生，福建闽侯人，经济学博士。中国社会科学院经济研究所所长、党委书记，研究员，博士生导师。曾任中国社会科学院外事局副局长、局长、浙江省杭州市人民政府副市长、中国社会科学院财政与贸易经济研究所所长、党委书记等职。长期从事靠前贸易与投资、金融与服务经济领域的研究。2003年以来在《中国社会科学》、《求是》、《人民日报》、《经济研究》、《中国工业经济》、《财贸经济》、《靠前贸易》等重要报刊杂志发表论文数十篇；同时在靠前外英文期刊发表英文论文十几篇，代表性著作有《发展中经济的外资利用》、《利用外资与产业竞争力》、《经济优选化与当代靠前贸易》等，并在《求是》、《经济研究》、《世界经济》、《财贸经济》、《中国工业经济》等非常不错杂志上发表论文数十篇。1996年获得国务院特殊津贴奖励，2005年入选中宣部“四个一批”人才工程，2015年入选国家哲学社会科学领军人才，现任国务院学位委员会第七届理论经济学学科评议组成员。王万山，男，1968年8月生，海南乐东人。1996年6月加入中国共产党，1991年7月参加工作。研究生学历，博士，教授，博士生导师。现任九江学院党委委员、副院长、兼任中国靠前贸易学会常务理事、中国世界经济学会理事、中国高校价格理论与教学研究会副会长。先后在《财贸经济》、《中国工业经济》、《靠前贸易》、《中国农村经济》、《经济评论》、《复旦学报》、《当代财经》、《财经研究》等CSSCI核心期刊上发表论文80多篇；主持和参研完成重量科研项目6项，主持完成省部级项目10项；出版专著8部，主编教材6部；获省级社科一等奖2项，二等奖2项，三等奖2项，国家薛暮桥价格著作奖2项。获省级社科一等奖2项，二等奖2项，三等奖2项，曾被评为“江西财经大学很好研究生导师”、“江西百名很好共产党员”、“江西省十杰青年提名奖”，“江西省五四青年奖章”，“首届江西省很好中青年社会科学家”等称号。

本专著是一部全程回顾我国对外贸易70年来的体制变迁与改革实践的著作。共和国七十年的对外贸易进程时而风雨兼程，时面康庄大道，是一幅波澜壮阔的历史画卷。面对纷繁的事件和人物，面对多变的贸易环境、体制及政策，面对诸多的贸易摩擦与成败得失，作者紧扣“体制”这个核心展开阐述与分析，从“对外贸易背景、对外贸易状况、贸易体制、对外贸易政策”等方面剖析每个特定历史阶段的不同特点与管理层的改革努力。
专著将把共和国七十年的对外贸易划分为以下各个阶段（时期）：（1）1949-1952年国民经济恢复时期；（2）1953-1966年国民经济发展困难与调整时期；（3）1966-1976年十年文革时期；（4）1976～1978年拨乱返正时期；（5）1979-1984年改革开放之初时期；（6）1984-1989年城市改革与商品经济时期；（7）1989-1992年波动解困与转型时期；（8）1992-2001年市场经济建立与加入WTO冲刺时期；（9）2001-2008年加入WTO后至金融危机发生阶段对外贸易迅速发展时期；（10）2009-20019年对外贸易摩擦增多与贸易发展转型时期。依据历史资料和文献资料，把各个时期的对外贸易体制及政策提纲挈领、突出重点介绍给读者，尽可能真实还原历史的脉络与进步。
专著以阐述对外贸易的体制、政策变迁，改革的方向与国际的协调等内容为主，讲述我国七十年来的贸易体制变迁及其改革创新，展示我国的对外贸易管理及其政策模式，增进国外学者对中国贸易体制的理解与信任。
