交通部水运司组织编写的《中国航运发展报告》，被称为中国政府航运白皮书。航运白皮书自1998年第一次发布以来，每年一本，得到了国内外航运主管部门、国内外航运和贸易企业、国际海运、国际贸易专业院校和科研机构人员的广泛关注，已经成为了解中国航运发展成就、掌握中国航运政策、研究中国航运发展趋势和公布中国航运信息的重要园地。
