本书以政治理念对政府决策产生影响为主旨，在廓清新保守主义历史渊源的基础上，着重阐述冷战结束以来新保守派为美国谋划的对外战略目标和实施蓝图，探讨新保守主义思潮对美国外交决策，尤其是对布什政府对外政策发挥影响的方式和途径，并对其产生的效果和未来走势作出评估。

解放军外国语学院英语专业建立于1949年，学科体系健全，是全国和全军的重点学科，拥有博士后科研流动站和博士学位授权点；师资力量雄厚，目前有近30名教师具有博士学位；教学质量上乘，在全国英语统测中成绩一直名列前茅；科研学术活跃，学风严谨、成果丰硕。
