The international community has watched with close attention the convening of the 18th National Congress of the CPC and hopes by and large to learn about the core content of the congress, the new ideas, new moves and new trend of the CPC in administering state affairs pursuant to the congress. In addition, the international community hopes to further learn about the development trend of China in terms of its relationship with the rest of the world. In order to enable the readers to acquire a better understanding of the essential contents of the congress,we select some important ideas and policies put forward in the report to the congress and interpret them in a brief and accessible manner. The interpretations are given in the following sequence: first the keyword or expression, then the original text in which it appears, followed by comment and interpretation. They are selected to illumminate the new spirit of the congress as well as the logical relations between themselves so that by reading the comments and interpretations the global view of the report is not lost.
