本书的主要内容是理性主义(主要是新自由主义)和建构主义的国际组织理论，编纂主线是国际组织的服务功能和建构功能。前者是理性主义国际组织理论的核心，后者是建构主义国际组织理论的重点，就是国际组织解决问题的功能和转化行为体身份的功能，这也是目前国际组织理论的研究重心。
