2018年是全国法院总体建成.人民法院信息化3.0版、初步形成智慧法院的关键之年、决胜之年。加快推进信息化建设，是适应新形势新任务、推进人民法院审判体系和审判能力现代化的必然要求，是深化司法改革的重要内容和强大动力，是实现公正司法的重要途径，是满足人民群众多元司法需求的现实需要。目前，中国法院全面推动人民法院信息化建设转型升级，但各地法院在信息化建设过程中存在发展很不平衡等问题。一方面人民法院在智慧法院建设方面取得了丰富的经验，取得了丰硕的成果，但另一方面也存在一些尚待解决的问题。为更好总结智慧法院建设经验、聚焦问题所在、推广宣传应用、客观评估成效，我们在从中央与地方两个层面研究法院信息化的工作发展、前沿科技，并从实证的角度剖析实践中面临的各种问题，以科学的指标体系对信息化工作进行综合评估。

陈甦：主要研究领域为民商法、经济法，中国商法学研究会副会长，中国社会科学院法学所所长、学部委员。
田禾：实证法学，司法理论，中国社会科学院国家法治指数中心主任，国家五一劳动奖章获得者，法治蓝皮书主编，长期从事实证法学研究。
