       电影舞台设定为近未来的日本。背负解决不受人类控制的机器人问题的“ARK计划”中枢，机器人技术权威光明寺信彦制造出电脑奇侠Kikaider，而光明寺却在实验中意外身亡。1年后，“ARK计划”交给了光明寺的对手神崎和国防部长椿谷的手上，导致计划的暴走。而光明寺开发的拥有「良心回路」的机器人次郎(电脑奇侠)这一位英雄出现战斗的故事。

As the central figure of “ARK Project”, genius robotics expert Nobuhiko Komyoji creates robots to solve seemingly intractable problems with the goal of making life better and more peaceful for mankind. Komyoji is convinced that the robot he’s building should have a “conscience circuit”, but this decision leads to fierce polarization with fellow scientist Gilbert Kanzaki.
