本书介绍了“等贵贱”“均贫富”“损有余补不足”思想的文献记载和释义，通过讲述与此内容相关的有文献记载的历史故事，说明中国古代国家治理政策的倾向性，同时说明了在当代治国理政理念背后所蕴含的也正是这些平等思想。从三者之间的关系来看，“等贵贱”和“均贫富”是“损有余补不足”在两个不同方面的体现，是天道无私的具体施用；“损有余补不足”是“等贵贱”和“均贫富”的理论基础和指导思想，是天道无私的一种显相。因此在“等贵贱”和“均贫富”两个章节中，侧重写包含平等理念的具体的治国制度和政策，而在“损有余补不足”一章中，侧重从“德化”、“仁政”等方面写形而上的治国之道。
