本书以2020年中国抗击新冠疫情为背景，通过再现中国共产党和中国人民的抗疫途径，对中国共产党的执政理念、执政能力和中国特色社会主义制度进行了深入的观察和思考。全书共分八章，以国家创新与发展战略研究会郑必坚会长在建党95周年发表的《历史性赶考和中国共产党》一文做代序，从党的领导、全国一盘棋、军民合作、集中力量办大事、信息公开、依法治疫、经济、国际合作等八个角度，揭示了在内外考验中不断发展和完善的中国特色社会主义制度具有强大刚性和韧性的特点和优点。并进一步提出，面对疫灾之后的世界大变局，推动构建人类命运共同体，对中国和世界都至关重要。

中国科学院国家创新与发展战略研究会(以下简称国创会)成立于2010年5月，由中国著名理论家、战略家郑必坚发起创立并担任会长，著名科学家路甬祥担任荣誉顾问。国创会汇聚了一批著名政治家、外交家、军事家、经济学家、社会活动家和两院院士等出任高级顾问和学术委员会成员，其核心使命是开展国内国际重大战略问题研究，为国家宏观决策及政府政策制定提供智力支持和咨询服务。
