李向奇主编的《实用英语口语教程(新时代实用英语口语系列教材普通高校十三五规划教材)》根据大学英语三级教学目标提出三个级别的教学要求，对基础、提高与发展三个级别教学要求的总体能力与单项技能分别作了详细描述。在描述基础阶段的听力与口头表达的单项能力时指出，在听力理解能力专项上，能听懂就日常话题展开的简单英语交谈；能基本听懂语速较慢的音、视频材料和题材熟悉的讲座，掌握中心大意，抓住要点；能听懂用英语讲授的相应级别的英语课程；能听懂与工作岗位相关的常用指令、产品或操作说明等；能运用基本的听力技巧”。在口头表达能力方面，学习者“能就日常话题用英语进行简短但多话轮的交谈；能对一般性事件和物体进行简单的叙述或描述；经准备后能就所熟悉的话题作简短发言；能就学习或与未来工作相关的主题进行简单的讨论。语言表达结构比较清楚，语音、语调、语法等基本符合交际规范。能运用基本的会话技巧。
