　　为调查某起神秘事件，葛叶紘汰（佐野岳 饰）潜入诡异凶险的海姆冥界之森调查。途中，他目击一位少年遭到巴丹帝国的怪人袭击。当他正打算变身铠武之际，有一个宛如武士风格的男人突然出现，大喊一声`变身`，随即以假面骑士1号的形象出现，原来他就是传说中的男子本乡猛（藤冈弘 饰）！假面骑士1号以迅雷不及掩耳的速度解决掉身边的怪人，身处昭和和平成的两代正义战士见面，但紘汰对于这个和父亲年龄相仿的传奇假面骑士充满不解。
　　在此期间，假面骑士decade门矢士（井上正大 饰）正积极联络这个世界上的15名平成假面骑士，他也与紘汰取得了联系。接二连三的恐怖事件显而易见出自巴丹帝国之手，而他们的目的正是毁灭全人类。积极备战的平成骑士遭遇本乡猛率领的昭和骑士战队。本乡猛却认为巴丹帝国的泛滥根源，全与平成假面骑士有关。
　　两代人，两代战士，双方各执一词，互不相让，最终矛盾升级，假面骑士之间的战争全面爆发。与此同时，巴丹帝国的邪恶计划仍不可遏止地进行当中。随着另两支正义队伍烈车战队特急者和兽电战队强龙者的加入，正义战士们的对决变得愈加扑朔迷离…
