本书是中国环境与发展国际合作委员会的年度出版物英文版，基础是国合会2018年政策研究成果，在政策研究方面，将继续围绕第六届国合会四大课题开展全球气候治理与中国贡献，2020后全球生物多样性保护，全球海洋治理与生态文明，区域协同发展与绿色城镇化战略路径，2035环境质量改善目标与路径，长江经济带生态补偿与绿色发展体制改革，绿色转型与可持续社会治理，绿色“一带一路”与2030年可持续发展议程等8个专题政策研究。此外，还将根据新兴热点议题和研究工作需要，提出并开展新的专项政策研究项目。该书还反映了国合会中外委员、特邀顾问和专家学者对中国环境发展相关问题提出的政策建议，可供国内各级决策者、专家、学者和公众参考。
