本报告以国家为单位,完成了大洋洲风能资源的量化评估,形成了各国风能资源理论蕴藏量、技术可开发量和经济可开发量的系统化测算结果。经测算,大洋洲风能理论蕴藏量154.5PWh/a,广泛分布于澳大利亚西南部陆地及南部沿海、塔斯马尼亚岛南部沿海、新西兰南岛南部及沿海地区沿海地区。在此基础上,综合考虑资源禀赋、土地资源利用、地理地形、保护区、地质地震、人口分布等因素,经测算,大洋洲风能适宜集中开发的技术可开发量15.6TW,年发电量41.2PWh,为全洲当前年用电量水平140余倍。结合2035年大洋洲风力发电技术经济性预测结果,考虑交通和电网接入等开发成本,大洋洲集中式风电开发的各国平均度电成本为3.45~7.30美分,其中,资源条件优异,交通、电网基础设施条件较好的新西兰和澳大利亚等国的风电开发经济性更好。
