国际灾害风险大会是在联合国教科文组织、联合国国际减灾战略等多个国际组织的支持下，由达沃斯世界风险论坛创办的。自2006年8月在瑞士达沃斯召开第一届大会至今，已先后在中国和瑞士召开了三届国际会议。2009年中国成都国际灾害风险大会由达沃斯世界风险论坛、民盟中央、水利部等共同发起组织，是第四届国际灾害风险大会，在7月13日至15日在成都召开。
